The Monongalia County Commission employees a full-time Litter Control Officer. The LCO is also in charge of Recycling at the Westover site. Their duties include investigating littering and open dumps. They are also empowered to issue citations and file them with Monongalia County Magistrate Court for criminal action. The LCO is considered the enforcement arm of the Monongalia County Commission Litter Control Office and is authorized to perform all duties under WV State Code 7-1-3ff.
